There was an incident locally (dunno if it made the news) about 14 years ago, where a guy walked up, bold as anything, and used a pair of bolt cutters to steal a bicycle from a rack, right in front of the bumper of an occupied police cruiser.
The officer pulsed the siren, the guy looked up, only then noticed the police car within easy arm's reach, shouldered the bicycle and ran. At no time over the resulting 30 minute foot chase did the guy ever attempt to ride the bicycle. As fast as he was on foot, if he had ever tried riding it, he'd have gotten clean away...

Maybe he did not know how to ride a bike? He just took it because he wanted to sell it and buy food for his starving family? ;o)

Maybe he didn't want a DUI charge thrown in on top of the theft charge.
