A Brooklyn toddler was mauled by a pit bull yesterday after its sadistic, drunken owner unleashed the dog in a room where he knew five children slept, police said.

Frantz Cesar, 24, angry at his estranged wife, allegedly kicked in a basement air conditioner at 2 a.m. and threw in his pit bull.

The wife's sister, Cassina Smith, 19, said her 3-year-old nephew, Kamar Reynolds, was visiting when the attack took place.

"His ear was torn off. He couldn't talk. His jaw was [ripped] open," Smith said.

Cesar separated the dog from the boy, then "apologized, and he was laughing and smiling," said Smith.

Cesar was charged with assault and acting in a manner to injure a child.

Authorities said his dog would be put down.

Kamar was in serious condition after surgery.

Meanwhile, on Staten Island, Henry Piotrowski, 90, who was mauled Tuesday by a neighbor's pit bulls, remained in critical condition yesterday. Doctors may amputate his arm. The dogs' owner, James McNair, 28, a registered sex offender, was charged with assault.
