At the Richard B. Russell Federal Building in Atlanta, federal bankruptcy judge Paul W. Bonapfel theorizes that the miscreant got past security as he was wearing a mask. The suspected Procyon lotor not only vandalized the judge's office, but other locations around the building reported suspicious activity. A trap was set and tuna was the raccoon's downfall. Bonapfel does not have jurisdiction over the raccoon, but the General Services Administration that oversees the building operations does. One sentence recommendation is that the raccoon be released, on his own recognizance, in a rural area, like a farm.
