Student rapes a fellow student without the bus driver noticing. At least the bus' cameras caught the event! Bus driver won't be punished for not noticing.

As a school bus driver, I can see how something like this could happen; but, not without assistance from other students. Activities in the back of the bus can be seen if the activity isn't screened by students just in front of the activity.
As a driver, our most important responsibility is to ensure a safe ride to and from school for our passengers. And the most danger to that safety is external; i.e. other drivers not respecting the rules of the road and creating dangerous situations. This does not mean that we shouldn't be cognizant of internal happenings, but being alert to danger to the entire bus takes precedence over being alert to danger to one (or a few) student(s); until said danger is recognized.
And I wonder how much 'hands on' intervention that school district allows their drivers?
