Dog pulled into the street sweeper while owner was still holding the leash. Her body was later pulled from the machine. Owner heart broken, questions if driver was going too fast.

I'm not without sympathy for the loss of this guy's dog, but where is there any mention of his responsibility for his own pet? He can't expect anyone to believe he neither saw nor heard the sweeper coming (they aren't exactly small, quiet vehicles). If he was on the street side of his car, he should have either gotten out of the way with his dogs until it passed or at the very least pulled the leashes up short or even picked the dogs up to keep them safe. If he was on the curb side, then I'll bet he was using one of those retractable leashes -- the kind dog owners always let their dogs roam at the extreme limit of. His dog was probably out of his sight at the end of the 15+ feet of leash; more than enough to let a little dog duck around a car and dash into the street.
Either way, he was not paying attention to his dogs and something bad happened. If the dog had bitten someone, he would be held 100% accountable and there would be no sympathy for this guy. But because this involves a municipal vehicle, pet owner responsibility is thrown out the window and suddenly it's a tragedy.
