To save about 50 pounds of weight per plane, regional transcontinental Canadian regional air carrier Jazz has removed life vests. Passengers are directed to use seat cushion as flotation device if needed. The only open water they fly over is the Great Lakes and are never more than 50 miles from shore.

If the plane goes into one of the Great Lakes, it's probably not going to make a difference whether or not passenger's have life vests --- think Air Florida crash.
