California Governor Arnold Schwarzenegger issued an executive order cutting jobs and reducing pay (temporarily) across the board to the Federal Minimum rate to attempt to keep the state financially solvent as the legislature is 6 weeks behind in passing state budget. Controller says it would take weeks to change pay scale to minimum wage and months to change it back due to outdated programming language (COBOL). Few even learn/know the language, and those that might have been able to work on the software were among those laid off by Schwarzenegger. Modernization is in the works, but first phase isn't scheduled to be completed for more than a year.
