I can empathize with the neighbors! While we lived in Florida, USA, our neighbor's son had an archery set. We had set up an inflatable pool for our grandchildren. One day I noticed the long side of the pool furthest from their home and nearest to ours was deflated. When I checked it, there was an arrow in the inner side of the pool wall. Had one or more of my grandchildren been in the pool......

The neighbors had to know when they moved in that there might be stray arrows. The park is designed for practice. This reminds me of the noise abatement laws aimed at airports. In the 70s, so many Denver residents complained about the noise of jet takeoffs from Stapleton,that the county commission passed noise ordinances. Those ordinances were enforced until there was a plane crash caused by a pilot reducing power during his takeoff to comply with the regs. At that point, the FAA made a federal case out of those ordinances and they were declared invalid. My point is that there is a reality check here, you move in next to an archery range and you have to expect there will be arrows, just like if you move in next to an airport, there is going to be noise.
