There's still a problem even if the extraneous "not" is removed. Since the revised version would read, "a person who is younger than eighteen (18) years of age and who is pregnant", boys who knock up their girlfriend would still need to wait until they are 18 -- unless there's been some advance in medicine I didn't hear about.
