One driver stops briefly but then pulls back into traffic. A man on a scooter slowly circles the victim before zipping away.

Good Samaritan laws protect people from lawsuits in cases like this. This is a perfect case of Bystander Effect, the phenomenon where fewer people are likely to act to help someone in distress when greater numbers of bystanders are present than if they were alone.
Psychological explanations or not, this is still a totally disgusting response from these people.
