Suzanne Butts, accused of stealing three rolls of toilet paper from a supply closet at the Marshall County, Iowa, courthouse won't stand trial for the crime. Butts was declared incompetent by Judge Kim Riley following a psychological evaluation. Butts could face further charges if her mental condition improves. Police have been unable to determine what Butts was doing in the courthouse since she didn't work there and had no official business there.
