He won $200,000 but was still to poor to afford an attorney in a traffic case. So he filed and got a public defender, now he only has to pay $28 for his attorney.

Now he pays 28 dollars and has 200 000 left. If he had had a private attorney, he would probably have paid 200 000 dollars and had 28 left.

it depends on when all this was - doesn't it take a couple of months for money to come through? He may have won a powerball in October, but if the court case was in November or December, he may not have had any money yet. It is feasible that the courts have only just released some of the docs, and this is why it is coming to light now
