Seriously, you can't fault the letter. The agency likely didn't check on anything before they sent the form letter. Defending the letter is another thing. Saying that "The instrument used — whether it’s paint or chalk — does not matter" is inane.

So, where do I go to turn myself in? What is the statute of limitation on Chalk Graffiti? I spent days / weeks drawing things on the sidewalk when I was a small child! I'm guilty, too! And how can you 311 it on someone else's residential property, when it must offend the Property OWNER?

the girl was given overt permission by the owner of the property, ie, her mother. The city obviously felt that the property owner had no legal control over what took place. The neighbor was being a jerk to report it.

The article cited the ordinance: "that is drawn, painted, chiseled, scratched, or etched on a commercial building or residential building." A sidewalk is not a building.
