Is it any surprise the Administration is trying to block the testing? The Bush family lives in Texas, one of the largest cattle states in the Nation. It isn't about accuracy or creating "false assurances"; it's about money, plain and simple.
We wouldn't want the neighbors getting riled about lost profits just when He's about to be permanently retired, now, would we?
They're not trying to block testing itself. They're trying to stop people from testing more often than the USDA mandated minimum testing standard. In other words, the government is claiming that if you test 1 cow in 100, it's a necessary safety precaution. But if you test 1 cow in 20, or test every cow, you're threatening the safety of every consumer.
