Handicapped woman fined $200 for parking in handicapped space, because her permit was not fully exposed.
But she is not without recourse. She is allowed to appeal the case, for a mere nonrefundable $275 filing fee. Nonrefundable in the sense she doesn't get it back even if she wins.

I have noticed a number of 'mentally' handicapped people use (or rather misuse) handicapped spaces (... just running in...) but this takes the cake! I have several friends who are truely physically handicapped and I strongly believe in their use of close spaces (even if their tag was missing) but I get militant if I see an able person use these spaces.
Hi...I spent 9 1/2 years as a Parking Enforcement Deputy in Hillsborough County, Florida. We had to go to 5 weeks of schooling to learn how to do the job. We attended classes every night for 4 hours. We were taught how to write the citations for those parked illegally in Handicap spaces, and in the Fire Lanes. Placards had to be hung on the rear view mirror, OR laying on the dashboard, in view. If we could NOT see the placard, we had to go to each window, look on the floor, the seats, and the sun visors....if it was there, we did not write a citation. Also, we had to go to court to testify once a month. We also were taught how to conduct ourselves in court, and when we were out giving the citations and confronted by the person driving the vehicle
