When an elderly woman was forced to leave her home, her two dogs and five cats were left outside, in the cold and snow. But animal control could not seize the animals (for neglect) as the neighbors were feeding and watering them.

Those animals were abandoned by an owner who was incapable of turning them over to the SPCA. Someone should have caught the cats and cut the chains off the dogs and turned the whole lot in as strays. If each of the neighbors took an animal or two, the SPCA wouldn't even have been suspicious as to where they came from. It would have been even easier if there is more than one shelter in the county. Even if the shelter has a fee for turning over an animal, they could have paid it rather than pay for food for the last five weeks.
